Plenty of Room Up Top

They have just spent a fortune on this car park in Uxbridge, they have put up a mesh fence all the way around, presumably to stop people throwing themselves off (and to stop photographers!).
The have also re-painted all the stairways, doors and parking bays and after all of that, the top two floors were still completely empty.
