I had to struggle to get the gardeners to leave the fallen leaves on the ground as a mulch to reduce evaporation, reduce "weed" growth and add some humus to the soil until I trimmed the surrounding ground cover into a (near) perfect circle! It seems to have flipped a switch in the mindset!
