This burrowing owl didn't let me out of his site. They use these posts to have a higher view than the ground. The rope is to protect their habitat.

@rickster549 Yes, they are surrounded with 4x4 stakes that are probably 4' tall and then roped off. There is a sign saying they are under FWC protection and not to disturb them. I did see what I thought was burrowing outside of the roped off areas, so I don't know how that gets protected.
