It looks a bit terrifying to me! Imagine being a boat coming under that bridge? I think it is little soft, but I do not mind that! I daresay you were using a slow shutter speed to create the milky effect to the water. Next time probably better to use a tripod or monopod for stability. I do enjoy the colouration you have chosen in post production.
@marshwader Thank you. I generally use a tripod when shooting long exposure (except for ICM). We were walking around that day and didn't feel like lugging it about, so for this I used a wall. I couldn't get the angle I wanted.
