Amy (@amyhughes) had mentioned to me to try to download some actions for photoshop. Here is my question: Do any of you download and use any actions? If so, where did you get them and did you pay for them? Also, do they work with any version of photoshop (I have CS4)?

You could download and use actions. There are tons of free resources available.
If it is something you are interested in, I would suggest starting with one. See how they work. Once you feel you understand what it is doing try creating some yourself. It will help you develop your own style. And as an added bonus you'll become more familiar with PS.
@mattyb Once again, thanks for this thread. I don't use any but would really like to, and have played around with setting up a couple from the sequences that I seem to use over and over. I'd love to hear more from people who do use them regularly, whether they've been happy with the one's they've purchased, whether they've been useful across different subjects, etc. This is an area which is new territory for me and I'm rather fascinated at the moment.
I have CS4 too and I love the Pioneer Woman's actions. They are free! Cynthia posted the link. I don't pay for anything if I can avoid it. I haven't seen any that I like well enough to pay for them when there are so many great ones that are free. Just download them, open the zip file, and they automatically go into your action file.
TRA. These are the only actions I have that I would hate to not have. They do cost, but are well-priced, and there are free samples available (brilliant samples, by the way). http://www.gettotallyrad.com
The guy who made these (Doug Boutwell) is the same person who made the Pioneer Woman actions for Ree Drummond, mentioned above.
I am dedicating this year to learning PS and have just downloaded a stack of actions .... only which to use when ... so glad you started this discussion as I was just thinking about my dilemma.

They are free - although you can see adverts for commercial actions too. I have used them for framing, black and white conversion techniques, IR simulations... etc... there is a huge range.
I only have CS2 - so your version should be well catered for.
