Help with a windswept look

I am trying to create a windswept look to a photo, but can't figure out how to add more 'wind' I user Paint Shop Pro normally. Haven't been able to get Piknik to load.

Here is the problem picture:

In Paint Shop Pro under the Effects tab go to distortion effects and select wind. I'm not sure it is quite what you are looking for, but check it out. Other than that I'm not sure- good luck!

I wanted like lines across the photo, like cartoonish wind. The flowers were already blowing in the wind, I just wanted to exaggerate it.

@hunnybee Click on "Filter," "Stylize" and "Wind" from the menu to open the wind filter. This opens the wind effect box. You can see your image preview in the center. Below your image are three options: wind, blast and stagger.

wind givis your basic effect, blast creates the lines I think you are looking for and stagger makes the image look like melting paint

@rebcastillo77 - thanks, have now tried this. Was not quite the effect I wanted. Still looking for lines and not blur.

oops sorry read it as photoshop, dont think there is a one step solution in psp, it can be done though. If I was to create it I would go to layers and duplicate the picture on the copy layer I would go to effects---> distortion effects----> wind and crank it right up to 100 from the left then I would reduce the opacity of the copy layer down to probably 60 - 70% merge all the layers and pick out the streaks using a dodge tool either that or I would use the blast setting in Gimp cos its much simpler :D

or instead of using a dodge tool you could always create a new mask layer and use a black brush to bring out the blast :D

I do have photoshop, but it's on another computer. I will have to give it a go another day. I'll make note of your suggestions. Thanks Lee!

I have just discovered that it works really well if you do all the steps down to the merge bit and then use the sharpen tool over the streaks :)

in photoshop, try filter, blur, motion blur, and you can select how much motion you want..

You could try just blowing really hard, while you take the picture...?

i would have just angled the camera so the flowers looked ike they were bending more, that just shopws what i know about photography tricks )
