I think you'll be hard-pressed to find a good flash for under $100, and I don't personally like the idea of buying second-hand for that type of equipment (you're often buying someone else's problem).
Start with brands like Sigma, who often make great products, but be careful of getting something too underpowered - it can put you off using it or simply make you wish you'd spent a bit more initially.

I have a Nissin flash for my Nikon. Model is Di866 and it's equivalent to Nikon's top line flash but was easily half the price and I really like it. Gets great reviews too.
The Di 466 looks like it's pretty similar to some mid range Canon flashes, again at a much better price. Looks like you can find it for as low as $115 online with a little searching.

Nissin is announcing the Di622 mark 2, maybe can wait some time for the price drop of Di622.
