Sparkles (stars), which program offers them?

I'm wanting to add sparkles (stars) to some of my photos, could someone help me choose a program that offers them. I use Photoshop 9 and Lightroom 5 and don't see that they offer this. Thank you in advance for your reply.

I'm not really sure what you mean, but possibly there are some paintbrushes in ps that would do the trick?

In CC Photoshop in filters under Render there are Lens Flare and Lighting effects you can add. Topaz Labs has a really good Star Effects in their package of software, and the best (and most expensive I've come across) is from Red Giant Software and its their Knoll Light Factory software.

Here is an example of Topaz Star Effects for the yellow glare sparkles across the cemetery, and Knoll Light producing the point light source on the taller headstone. I use these lighting and sparkles effects all the time on compositions. Let me know if you have questions.

You can make a brush in Photoshop that can give you stars and sparkles. Programs like Picmonkey, Ribbet and BeFunky have stars that can be put onto pictures.

I added some stars/fairy dust to my Pandora's Box image by using a free brush set I downloaded here: http://all-free-download.com/photoshop-brushes/pixie_dust_brush_39753.html
I had to follow some online help as to how to add this brush set to my Photoshop Elements, but it was really easy. Once I had the brush it was just a matter of brushing the sparkles wherever I wanted. Hope this helps.

Paint brushes in PS and PSE work nicely. I like the Deviant art site for some of the free ones.

Picmonkey on here. my photo on 21st has a choice of stars on the Christmas bit. It may not be what you want but it is an option - big and small ones.

@jocee you can make them with the radial filter in lightroom 5. Takes a little time. Here's the link to the video I watched on how to do it.
