I mostly use Irfanview, because it is free and simple to use. It has all the features I need, but may be limiting to more experienced photographers. You can crop, tilt, resize, add effects and change contrast and colour saturation.
Lightroom because it is very easy to use and does everything that I want from an editing program - but I would have photardshop if I could afford it simply because it does more stuff. :)
Photoshop elements - it has all the clever stuff from the full version, but without all the bells & whistles that you're never going to use.
Plus it has really user friendly 'guided edit' modes through to full control, depending on how much you want your hand to be held through the editing process.

but photofitre is a great program and for me easier than gimp and better tools..
set up like P/S but lacking some of its tools... good for someone just learning.. and it does grow with you..
I use Gimp. It's similar to photoshop and can do simple to very complex tasks. And it's FREE for Mac, Windows, and Linux! :) Download it at: www.gimp.org
I use Gimp as well. It is not very user friendly, but neither is Photoshop. If you have a basic understanding of Photoshop, you can get around in Gimp and I have been able to use most tutorials for PS in Gimp and the outcome is the same.
Photoshop!!! It takes a while to get the hang of...but after a while, you figure out what tools and adjustments work best for your own style of photos.

@vikdaddy I don't think you can honestly say "Lightroom is clearly the best" because there are many, many things Lightroom cannot do.
Lightroom cannot create composite images. It cannot create panoramics. It cannot create scripts for performing various repetitive tasks.
There are a lot of things Lightroom cannot do, so it's not "clearly" the best for photo editing.
