Plant in a drainpipe

This pretty little plant grows from a pipe that drains water from soil behind a retaining wall in the grounds of St.Albans cathedral. Lester and I went there this afternoon and again failed to look inside the cathedral! There was a private service being held.

Toadflax? It has tiny blue/purple snapdragon type flowers on it.
