What a difference in the weather! Those white, speckly bits on the wheel and support are snow falling.
It may well operate a sluice gate or something similar to allow water from the reservoir into the canal but I don't know for sure. I just like it. :-)

I missed your first shot of this, just seen it, it's really beautiful. This is quite a different look, more dramatic with the black and white scene. The cogs and sharp look add to the winter bleakness.
Nice! We have the same cogwheel thingies along the Rideau canal. You're right - they allow water in and out of the locks, raising or lowering the water level.
I'm glad @timandelke was able to identify the cogwheel thingy. It definitely looks purposeful. I looked back at your dramatic earlier photo, where it looks a bit like the winding gear of a coalmine.
