This construction by the side of the highway has always puzzled me.

Oh, my, blast from my past. I know exactly where you are - 1-68, near Frostburg exit! That's the exit we took to my in-laws' house. Passed it all the time.

Perhaps the land is cheaper by the side of the road or perhaps they are hoping to gain attention for their church.
