Dinghy or Dray?

- fresh from my semi-weekend in Reno it was a quick turnaround for my monthly quick turnaround to Florida. I'm always surprised at what I didn't see the first time around . . . this is either a boat on the water or perhaps from another perspective a carriage going along a flooded street on a rainy afternoon?
