@golftragic Thank you, Marnie. It's called a "jack fence" and is designed to sit on top of the ground, rather than posts dug into the ground-to resist the ground heaving during wide temperature ranges that would pop the posts out of the ground. Very common in these cold climate areas. Good observation!
