Maple measles....

So todays photo is a shot of one of the leaves on my maple tree which is covered with these red bumps. I have them scattered over quite a bit of the tree and wonder what they are? They were there last year too and then were gone. Are they going to turn into bugs? Is it a disease? Maybe one of you can help me find out??

@kerristephens @maggie2 thanks for your comments, I did like the contrast in the colors too and because they are raised they sure add some detail to the leaves. I'm still going to prevent them next year though as I dont want my poor tree destroyed!

I've seen that many times to and it seems to be some type of growth.
I'm thinking (not 100% sure) a type of fungus but it looks like flowers.
