Stop and Smell the Flowers

There is this faux bouquet of flowers attached to this street sign. It always makes me smile when I pass it everyday.

How beautiful, I wonder if it has a meaning? When there are flowers on posts or sign here, it means that someone has died on that spot. I hope it is just a beautiful decoration.
