The deep freeze stress

Our nurserymen say to leave the trees that are growing leaves on their trunks alone this year. Also to fertilize and water them more to see if the freeze stress will go away next spring. I can’t tell you how many trees have fully leafed out on their trunks, while their branches appear dead. This is one of many in our neighborhood.
I have never seen something like that!
