Weights and pulleys

I was bored on the train this morning so I started taking random shots of things through the window as we went past... I have no earthly clue what purpose this structure might serve on the side of the railway line but I really like the resulting image :)

AFAIK they maintain the tension on the power lines of the DART. Nice image, I'll bet it's a capture that has been overlooked.
