Right lets do the answer to where does he come from first.

Have ever seen little patches of frothy bubbles on the stems of plants ? Well, they are formed by nymphs of these bugs, from the sap of the host plant. It is commonly called Cuckoo Spit.The young bug lives and develops inside this moist mass of bubbles. When the young nymph is ready it crawls out to dry off and you have the adult like this one.

There are many different species, and most are very hard to identify exactly but I this is, I think, a ...........

Common Froghopper ( Philaenus spumarius).

And yes they can hop like a frog when disturbed.
