It is currently being patched up. Reportedly something broke last summer. Due to the repair, the bridge can still be opened, but it will take fifteen minutes before traffic can cross it again. I've never seen a bridge close so slowly and I never realized that the bridge opens so often! And every time the bridge keeper's excuse blares through the loudspeakers.
The bridge does not lead to Spain. The name of the business park on the right side, Spanish polder, is a nickname of the Rotterdam district of Spangen, which is located south of the business park. People from Rotterdam give everything a nickname, unless this is already thought up during construction, which is often the case these days, but has never proved successful.
