The latter half of the 19th century was a revolutionary one in Europe. Transylvania was part of the Habsburg Empire. Romanians in the area were fighting for their rights, including the cultural ones. An outcome was a cultural association called ASTRA (Association of Transylvania). The building where this window is, used to be the place of meetings of the most enlightened brains of the time. Afterwards, it was the local library. And today it is a museum dedicated to the association.
The window frame is made of wood. I am not sure if it is original, but it certainly is old. It is a historic building and changes are not allowed.
But the shape of that frame: you don't see that any more.
