Loaded and Running

Over the past 2 weeks, I have found this guy running around my area.

I don't know who he is and he loaded up with cameras front and back, and computers as well...

Can anyone shed a light on who he is and what's he's up to?

It turns out he's a dude who's looking at the underground wiring for the area... Dad said so. :)
