Olive Branch?

Not sure what these trees are. They're planted along the seawall in Davis Bay, BC. They have silvery leaves. They may be olive or Russian Olive.

interesting shapes! We had a Russian Olive, but it grew 2 feet and died, so I can't help with the ID at all.
