For explanation, what I know is that this way to throw some shoes upon these electric lines means several things... It can be the mark that means that you enter a gang territory (specially drug traffic) but it comes originally from military soldier who finished his military service. To celebrate this moment the soldier throm his rangers shoes here beacause it is an unreachable point :)
