The cities of Kitchener and Waterloo run up against each other so much that it can be pretty easy to leave one and cross into the other without even noticing, if you don't know the boundary lines. At least on one of the main streets running through both cities, this sign lets you know that you're about to enter Waterloo!
I'm not sure what it is about this sign (it reminds me of something that would be outside of a mid-century business), but it's kind of iconic. It had to be taken away for a few years while Light Rail Transit was installed on its street, and the city was highly secretive about its storage location. I would guess that was so no one would try and steal the iconic sign, though I'm not sure what anyone could do with it (where they could put it) if they did!
