These look like barracks or a school. They look so much alike. Apparently there was a storm recently as the ones in the foreground have some shingles off the roof.

An unusual and interesting scene

This is a place called Officers Rows in Fort Hancock NJ. Storm sometime back damaged the houses they are being rebuilt or demolished. The stretch of beach around it is called sandy hook. All the houses and buildings look the same.
