Waiting or Watching

I spotted this dog, who was unleased, a few days ago at Lowman Beach Park. Was he waiting for someone or was he watching the park activity? As I walked closer to the seawall, I saw his owner on the rocky beach inspecting something. Anyway, this neat dog was worthy of a photo. Thanks for stopping by.
