upside down houses

i'm not sure if this structure is purely an art installation or a lighting structure. this is at a high end mall near my apartment building. i've seen it a hundred times but only now noticed that those are house-shaped thingamajiggs, the bottoms of which appear to be floor plans. i may have to revisit it one these nights. the sky here was a beautiful deep blue hue and the temperatures were reminiscent of mid-spring.

It would be interesting to find out what this is in aid of. If it is a light feature it must look quite strange when lit up.
