NO GUARDRAILS!

We were driving on long Shanghai roadways very high off the ground and there were NO guardrails, just a little row of short cement blocks with small plants in them. This planter guard rail was about half the height of the wheels of our bus! It's just visible at the bottom left corner of the pic. Very scary.
