@casablanca - The level near the top with the windows all the way around is as high as the public is allowed to go. To access anything above that I think would involve climbing through a hatch in the celling with a ladder. There is an observatory on the same mountain as this tower, but I've never been there or even seen it from the outside. I think it's only accessible from a private road. To get to the tower from a public road you have to park and hike a little over a mile.
