What is it ?

I saw this at Norbury Junction and wondered what it was and what was it used for -- to me it looked like a big grinding /sharpening stone -- I did not see it close up - but took the photo from across the canal ! I hope someone will know what it is ! -- I just love the colour tones in this !

Dose look like a grinding wheel, also it looks like it was belt driven, great find and capture.
