For most people, Lightroom will "do it all" and, if you can get a student version, costs about $120. GIMP is good, powerful, and free, but not the easiest to learn.
@picturelover101 I use Paint.net, it's free and windows based. I've heard it works much like photoshop but haven't used photoshop to compare it to. I've tried GIMP but like @jinximages says it can be hard to learn and the tuts are hard to follow. I've used Paint.net for almost 4 years and really like it. The only problem I had with it was I couldn't get it to open RAW files. If you don't use RAW files then you might like it. It's a download and you can get the lastest verison at www.getpaint.net Hope this helps.
I use cs3 and picnik
tried gimp and some others but these are fine for me right now.
i tried lightroom free for a month i think and did not like it better then cs3
I have used just about everything but settled in with Photoshop a long time ago and still use it. Sometimes I think I could use something less and then end up using Photoshop Essentials - version 9 works fine for me but I always click on Photoshop.
Most often I use Photoshop CS3 and Adobe Bridge. Some times I use Photoshop Elements. I recently purchased Lightroom, but I haven't had a chance to install it yet.
My students had an assignment to critique free photo editing sites and their favorites were Picnik.com and Photoshop.com
