I think this tutorial is pretty good... Its all about the lighting, as far as I understand. And a LOT of practice! I haven't got anything even remotely close to acceptable yet, so I'm in the same boat :P http://www.youtube.com/watch?v=fwExpFDUC9Y
I'd also recommend the Gavin Hoey tutorial @dishaparekh176 has linked to. Water shots require a lot of trial and error - and a lot of patience (unless you use StopShot-style timing equipment), but are very rewarding when you get it right.
I''ve only done a couple of water shots but I think I understand what needs to be done. My set up is very similar to the one posted by Lisa Pouncy above. I used the bottom of a glass for the water to splash onto so the water was extremely shallow for the crown effect. And to make nice coloured patterns behind the water drop, put some bright coloured paper. Also a tripod comes in extremely handy as to get the perfect shot is trial and error. Good luck.
