Time Lapse for Windows without Lr or Ps

There are discussions on this topic in other discussions and the answers are based on using a mac or Lr or Ps. I am looking for free windows based stand along software to do time lapse photography. I do not have Lr or Ps. Any suggestions? Also, how can I get a better quality video to post.

@humphreyhippo I have created my stair trail time lapse using Movie Maker. Do you have any suggested setting to use? My videos are always very pixulated when using this program.

@byrdlip I will have to try Startrails. I use StarStaX now for my star trails.

@cirasj This program has the ability to make movies, but it was a thought.
