Derp moment... Oddly enough I could probably get very close to replicating that in my old house with moulding and the room that was that colour...

@kammy Take that colour below the picture rail and psychotically bright yellow above, that was the most normal room in the house (well kitchen was same colour as the photo too) one was bright yellow mixed with crackhead turqoise...
