It is a delineation of two areas at high tide : on the left, priority to surfers, kayakers, etc... - on the right, reserved to swimmers only

Thanks Etienne, I didn't know that. We use flags to mark that kind of thing. 'Swim between the flags' is rammed into all of us as kids.
