i once had a ride over with a friend from my writing class who was a cop, that this means a drug dealer has marked his territory. i used to laugh whenever i see something like this. i didn't when one morning i looked out the window and saw a pair hanging from the wire on the other side of the street. that could mean trouble for the neighbourhood.
