Yes lichen do flower/fruit, kind of. But totally different to plants. This is a lichen with the beautiful name Cladonia Cristatella, that sound to me, like a name of a tiny magic fairy. The common name is "British soldiers lichen" because of the red hats. https://inaturalist.ala.org.au/taxa/119669-Cladonia-cristatella
