really like the 'watercolour' tretament used withthis shot - is this the same package as you have used previously - I do not have a "painting" preset applications but looking for a good one

Yes, this is the Simplify plug in from Topaz. Blended with an un-filtered layer to soften it a bit. Then another layer with the sandstone texture (from Photoshop Elements), also blended to soften it...
