@homeschoolmom Right the first time! I thought they were corn bags when I saw a pallet of empty ones. Downtown Alton is in the Mississippi river flood zone, and they are sand bags, loaded and ready to be moved about 200 yards from where they build an embankment when they need to protect downtown.
