I think he must be a juvenile Cormorant with all those soft feathers.. He/she was sitting on a piece of driftwood over water so far away, I couldn't identify him until I looked at the photo on the computer.
This was posted a bit later as the place we were camping had very poor reception and only paid Wifi (if you were at the top of the Camping Ground only)
We were at the bottom.
