Nice go at it for sure! Editing with whatever means in allowed to mimic or get the artist effect since the artist probably did the same (at least current or modern-day artists). I agree with you, iPhone pics at night are rather difficult.....
completely striking image! In my view, doesn't matter how you got it. You've inspired me to play with the photos of the concrete factory I've been taking. Not that I'll stop trying to capture stuff with camera. Sort of two different but related things.
