first thing I notice is the base image ( background ) has not been anchored to the right if there is white space on the right. not sure how come the image is so small -- unless your expanded canvas was much much bigger than 2048 x 684 pixels ( the original background layer can not be made smaller on its own.
check the anchor position in step 1. there should be NO white space on the right at all.
you do have 2 layers - so you got a lot of steps correct! look if you can see which layer is highlighted in the layer palette, & remember only the top layer - the duplicate copy layer , not the background, is able to be moved.
when you selected the image in step 2, you need to draw the rectangle around the picture only, NOT select all.
I just realised from the file name 5639845_acdjmntuw3_m you posted that you had downloaded the medium (main) size ( by the _m on the end pf the file name) - That file is only 550 x 368 pixels! You need to use the magnifying glass or go to --sizes--- large on the photo page to get the url that ends in an "l" not "m"
that is why you had too much white space. Glad you posted it as the file name!

I think it best to start again & go to http://static.365project.org/1/5639845_acdjmntuw3_l.jpg
right click save as & open, OR paste into a new document that is 1024 x 684 pixels
