Thank you both. It's in fact a sun dial but I have absolutely no idea how it works and could not dream of being able to tell the time by it!

@quietpurplehaze The arrow have to point to the sun high at noon (degree of latitute) the shadow of the sun it makes on the ring tells the time

@quietpurplehaze It`s works only by sunshine. We have/know many models of them even pocket/travelers ones and the Dutch name is : `` Zonnewijzer ``
