Here are some of the following reasons I have found:
1. meant you could buy crack there 2. they serve as a reminder/warning of a murder that occurred nearby 3. represents the death of a gang member 4. designate gang turf 5. just got out of school or military 6. just got a new pair and did not know what to do with the old ones.

That's funny...I noticed five pairs of sneakers hanging on the power lines nearby yesterday afternoon and was going to go back and take some shots. You beat me to it. Great shot!
Kids down here throw their old shoes away when they finish high school. Out with the old, in with the new. Shame about the drug-ref history...it was kind of quaint until I learned about that.
We have old golf shoes that hand from a tree on hole number 14. We call it the Shoe Tree. Don't know who started it but it makes us giggle when we see it.
Haha, I love the last reason! We have a ton of places around here too where there are shoes on the wires...unfortunately the neighborhoods they are in, it is probably gang or drug related =(
Love your background info - I didn't know all those reasons. Makes me feel less affectionate about the ones I see around here. Your picture is lovely - the geometry and the contrast is what I like.

All of the above 1 to 6 are true.
B&W works well. I don't know what colour the shoes are, but selective colouring / colour popping might work quite well here too.
