I wouldn't expect anything less from a police academy graduate...safety first. It appears that all is quiet in the city of Seattle. I don't see anyone even in the window reflections. It looks like it was just this pair and the photographer on the street. Wonderful capture, Constance!

Nice capture! I love that the horse is being sensible and checking for traffic. Incidentally, while I have been pulled over by cops in traditional cars, on foot, and even on a bicycle I've never been pulled over by one on a horse. Yet.
