Surprise infestation on Lime trees

I found a few trees on the green tonight that seems to be a nursery for some sort of insect. I contacted the Fount of all Knowledge (my sister) who said she also has similar in her park, and thinks they are scale insects. The identifiers online only show similar bugs in South Asia. I’m baffled.
