Wow. Comparing the size of those ships and the clearance of the span over the river, I would guess that the ships don't come and go that way high tide or not.
@skipt07 This view is looking inland so the ships you see are not inhibited by the bridge. Ther are some larger ships moored the other side of the bridge which is swung open to let them through.
