I guess like most places in the UK everything begins to close early on Christmas Eve; and why not, everyone deserves to be at home with their loved ones, family & friends etc. (Although I know that essential services like hospital staff, police force etc are having still to undertake their hours).
Here in Cardigan, West Wales there are lots of small local businesses so the main high street is quite quiet by about 4pm.
