The smoke that you see raising from wheels is done by contact of wheel's landing gear with ground at its moderate landing speed. Every several landings in time an airplane must change its landing wheels by new ones. Before each and every flight the landing gear oleos, tires and brakes are inspected by mechanics and flight crew.
